Pennsylvania hunting license structure isn't something most Idaho shooters lose sleep over, but the fee-setting angle here has implications worth watching — western states have wrestled with the same tension between agency autonomy and legislative control on everything from tag prices to season structures.

That's a fair concern, and not just in Pennsylvania. The five-day nonresident deer license for former Pennsylvania residents is an interesting angle too. $30 for a five-day rifle deer hunt versus $101.97 for a full nonresident license is a meaningful difference, and structuring it around birth or prior residency is a clever way to bring lapsed hunters back into the system without opening the door wide to general nonresident discounts.
For anyone who's watched Idaho's tag draw system or license fee debates at the Fish and Game level — does legislative oversight over agency fees actually protect hunters, or does it just slow down funding adjustments until the agency has to play catch-up all at once?
