Full description and what we offer
CHL Courses delivers the safety training Oregon requires for concealed carry and firearm purchases—entirely online, at your own pace. The platform is endorsed by Oregon's 36 elected county sheriffs and satisfies the knowledge test requirements for both Concealed Handgun License (CHL) applications and Permit to Purchase (PTP) applications under Ballot Measure 114.
Step 1: Complete the Course Both courses divide material into nine segments. You don't have to finish in one sitting—your progress saves automatically and you can return anytime. Review materials and retake quizzes until you hit 100%.
Step 2: Purchase Your Certificate After passing, pay $60 via credit or debit card to get your completion certificate. You can review course materials anytime afterward.
Step 3: Apply Locally Present your certificate to your county sheriff's office and complete their application process for your CHL or PTP.
| CHL Safety Course | PTP Firearm Safety Course | |
|---|---|---|
| Requirement | Concealed carry in Oregon | Ballot Measure 114 permit to purchase |
| Knowledge Test | ✓ Satisfies requirement | ✓ Satisfies requirement |
| Additional Steps | Apply to sheriff's office | Live fire test + apply to sheriff's office |
| Best For | Anyone wanting to carry concealed | Firearm purchases under BM114 |
Taking both? The CHL course covers more ground and satisfies both requirements. If you only need PTP, the shorter PTP course works fine—but you'll still need the live fire component.
Endorsed by Oregon's 36 elected sheriffs and designed to meet state legal requirements
No instructors, no schedules, no travel. The online format lets you learn on your timeline while meeting all Oregon legal knowledge test requirements. The course was revised to satisfy both CHL and PTP knowledge test standards, so you're covering current state law regardless of which pathway you're pursuing.
Once you have your certificate, the next step is contacting your county sheriff's office to move forward with your application.
