Altitude Risk Mitigation operates out of Vancouver, WA, providing specialized training and consulting for law enforcement agencies, tactical teams, and corporate organizations. The company is built around one core principle: preparing first responders to lead, survive, and excel in the most demanding situations.
Jack Rosenthal is the owner and operator. He's a U.S. Marine Corps veteran with 23+ years of law enforcement experience at a local agency, including specialized work in:
Rosenthal holds a Service Disabled-Veteran Owned Small Business (SDVOSB) designation with Federal contracting credentials (UEI and CAGE Code).

Both BLLE and CIRC are available as online e-learning mini-courses for agencies that need flexibility.
Leadership & Command Training — Development programs covering everything from rookie officer leadership fundamentals to senior command staff incident command skills. Rosenthal's philosophy centers on "operating with dignity, compassion, and precision."
Tactical Patrol Training — Courses focus on ambush mitigation, threat identification and orientation, and exigent circumstance entries. The goal is ensuring officers, communities, and investigation subjects stay safe.
Critical Incident Response — Training on command and control during active incidents, including realistic scenario-based learning.
Undercover & Informant Operations and Rescue — Specialized instruction for officers conducting undercover narcotics work, major crimes investigations, and rescue operations.
Full Scale Exercise Conduct — Expert consulting to design and execute realistic training exercises that test agency readiness, coordination, and decision-making in dynamic situations.

Agency Requirements: Participating agencies must provide their own PPE and NLTA (non-lethal tactical awareness) equipment.
