J-Bar-H Outfitters has been operating in Northwestern Colorado since 1998 under the leadership of owner and outfitter Jeanne Horne. Operating under Special Use Permit in the White River National Forest and Routt National Forest, just north of the Flattops Wilderness, they hunt one of the most elk-rich areas in North America. Colorado Game Management Unit 12 is heralded nationwide as home to the largest migratory elk herd—and J-Bar-H is a respected, proven operator in this unit.

Their permit area is non-motorized, which means no ATVs, trucks, or snow machines—only horse and mule access to camps. This restriction, combined with a four-point antler minimum rule in GMU 12, has significantly improved bull quality over the years. All camps are located in the White River and Routt National Forests, positioned to take advantage of natural elk migration patterns and rutting activity.
These are the core offering: 7-day packages with 5 hunting days, camps sized for 4–6 hunters maximum with one guide per two hunters.

All hunts include game packing from kill site, hanging in walk-in cooler, and horseback hunting from well-equipped camps. Guides are knowledgeable of elk patterns, migration routes, backcountry terrain, and wilderness travel. All guides are medic first aid trained.

Drop camps are well-equipped and set for 4–6 hunters (4 hunter minimum). Game packing and walk-in cooler storage are included. You hunt independently; J-Bar-H handles logistics and camp setup.
All elk and mule deer licenses in GMU 12 are limited and issued through the Colorado Parks and Wildlife draw system. The 2026 draw deadline is April 7, with results posted May 27–30.
Jeanne transitioned from 20 years in real estate development to pursue her lifelong passion for hunting and the outdoors. She started outfitting in 1998 and has built J-Bar-H into one of the region's most respected operations. Her commitment extends beyond the business: she served 12 years on the Colorado Outfitters Association Executive Board and was appointed by the Governor to serve two terms on Colorado's Parks and Wildlife Commission.
Accommodations are wall tents in backcountry camps. The night before your hunt, you'll stay in Craig or nearby lodging (J-Bar-H can recommend options). Hunts involve horseback travel—basic horsemanship instruction is provided before departure. No alcohol is permitted on the trail or while hunting; you can bring your own beverages for camp consumption after firearms are unloaded and stowed.
Staff includes guides, packers, and wranglers—all knowledgeable of the permit area and trained in wilderness safety and first aid.
