Tactical Skills Institute was founded by James D. Torrez, a 36-year law enforcement veteran, to provide firearms and self-defense training to law enforcement, security professionals, and civilians. The operation is instructor-led by Jason Goecke, a certified trainer with 27 years of experience teaching at police academies, civilian markets, and as a department trainer.
