Capt. James H. Small Firearms Training Range

The Captain James Small Firearms Training Range is a professional firearms training facility operated by the Delhi Police Department Training Division in Delhi, New York. Located at 169 J. Small Range Road, just off NYS Route 10 adjacent to the Delhi Wastewater Treatment Plant, this state-of-the-art range serves law enforcement and civilian shooters seeking top-tier firearms instruction.

The facility offers comprehensive firearms training including:

• •Pistol Permit Classes - State-mandated certification courses (January, February, and other scheduled dates)
• •Patrol Rifle Operator Training - Basic and advanced carbine instruction
• •HR-218 (LEOSA) Certification - Federal Law Enforcement Officers Safety Act compliance training
• •Dynamic Target Drills - Practical shooting scenarios and skill development
• •Shooting Club Memberships - Ongoing practice opportunities for qualified members
• •Qualified Firearm Instruction - Professional-level training from certified instructors

The horseshoe-shaped range features multiple practical training venues:

• •Left Side: Up/down target system for dynamic drills using pop-up targets
• •Middle Area: Firing line with cable target hangers for traditional target practice
• •Right Side: Shoot-don't-shoot training house and moving target area for lateral and approach/departure drills
• •Carbine Qualification: NYS mandatory 100-yard course available

The facility includes a dedicated classroom building accommodating up to 15 students, equipped with computer projection systems, climate control, and secure firearms storage. The range and classroom are owned by the Village of Delhi and operated under authorization from Chief Michael Mills and Captain James Small.

Civilian shooting club members must have completed a basic firearms training class to join. Club sessions typically run approximately two hours. Small donations are accepted to offset target and supply costs. All range use requires prior authorization from range management.
