Patriot Firearms Training was founded in 2021 by Jason and Sarah Passarell, who felt called to help their Salisbury community exercise their Second Amendment rights. What began as informal instruction for close friends and family in their garage has grown into a fully equipped training facility at 913 Snow Hill Road, Unit C. Jason holds multiple certifications including NRA Certified Pistol Instructor, NRA Range Safety Officer, Maryland State Police Qualified Handgun Instructor, and Metropolitan Police Department Certified Firearms Instructor. Sarah brings business expertise from running Passarell Insurance Agency and her background coaching varsity volleyball.
They keep class sizes intentionally small—just 10-12 students per session—so everyone gets genuine hands-on instruction, not a lecture-hall experience. Every class includes:
- •Classroom instruction on firearm safety, legal requirements, and situational decision-making
- •Live-fire range time in a controlled, supervised environment
- •Simulator training with two simulators for scenario-based practice

Multi-State Reciprocity Advantage: Complete a course at Patriot and walk away with 2-7 certificates eligible for concealed carry permits across 38+ states. This reciprocity changes, so they recommend getting as many permits as possible.
Classes run weekday evenings and weekend intensive formats:
- •Weekday Option: Friday & Saturday 4:00 PM–9:00 PM / 8:00 AM–7:00 PM
- •Weekend Option: Saturday & Sunday 9:00 AM–5:00 PM both days
- •Weekday Evening: Monday–Friday 4:00 PM–7:00 PM (administrative hours)

Anyone purchasing or owning a handgun in Maryland needs HQL certification. Patriot's course covers:
- •Legal aspects of firearm ownership in Maryland and reciprocal states
- •Firearm safety fundamentals
- •Shooting skills assessment
- •Proper nomenclature and handling
The certification must be completed by a qualified handgun instructor (Jason Passarell qualifies), consist of minimum 4 hours, and follow Maryland's approved curriculum—Patriot's course meets all requirements.
Maryland law requires 16 hours of certified training for concealed carry permits. Patriot offers this in two formats:
- •Two-weekend option: Friday/Saturday OR Saturday/Sunday (8 hours each)
- •Full disclosure: Anything less than 16 hours is not state-certified and could result in permit revocation
Their Wear & Carry course adds multi-state reciprocity at the same price, so MD residents get training eligible for AZ, DC, FL, MD, ME, UT, and VA permits.
