If you ship ammo to Express Gun Locker: - Handling fee: $15 - Storage: 3 days free; after that, $5 per 50 lbs daily - Late pickup fee: $5 per 50 lbs per day - Must-haves: Copy of driver's license (must match order name), background check required - Pickup deadline: 30 days or ammo is forfeited and sold (no exceptions, no reimbursement)

Firearm Safety Certificate (FSC) - Cost: $25 - Written test: 30 questions, 23 correct to pass - Valid: 5 years - Testing available during store hours

Private Party Transfer (PPT) - Fee: $10 per transfer + $37.19 DROS - Property held for 90 days; after that, forfeited

Out-of-State Firearm Transfer - Fee: $75 transfer + $37.19 DROS + California sales tax - Handguns must be on DOJ-approved roster - Long guns must be California-legal - All transfers via FFL-to-FFL with proper CFLC# from DOJ - Non-compliant firearms: $100 return fee + shipping

Firearm Shipping (Out of State) - Cost: $50 + actual shipping and insurance - Must ship to licensed FFL only

Express Gun Locker publishes detailed requirements for firearms purchases:

10-Day Waiting Period - Calculated as ten consecutive 24-hour periods from DROS initiation - Must pick up within 30 days of initial background check - Some exemptions apply for peace officers

Background Checks - Handguns: Always required - Ammunition (as of July 1, 2019): Background check required ($1 instant or $19 standard) - "Undetermined" status: Shop issues refund and recommends contacting CA DOJ

Safe Handling Demonstration (SHD) - Required at time of DROS - Demonstrate checking firearm is empty, unlocking, loading dummy round, unloading, relocking - Some buyers exempted—ask staff

Proof of Residency (Handguns Only) - CA Driver's License or ID plus one state document: - Utility bills (electric, gas, water, trash, cable, propane—within 90 days) - Property deed - Notarized rental agreement - Guard card or firearm permit - Non-cell phone bill (within 90 days) - Signed hunting or fishing license

Different Address on License? - Must provide additional government ID (vehicle registration, property tax bill, W-2, federal tax forms, passport, etc.) showing current residence

Gun Locks Required - California law: All firearms sold must include trigger lock, cable lock, qualifying cabinet/lockbox, or safe - Federal law (for handguns): Trigger lock required, safe affidavits no longer acceptable - Exception: If firearm comes with CA-approved lock, no additional purchase needed

One-Handgun-Per-Month Rule - No more than one handgun transferred in any 30-day period - Exception: Private Party Transfers (PPT) and consignment purchases exempt - Starting July 1, 2021: Most buyers restricted to one handgun OR one semi-auto centerfire rifle per 30 days

Handgun Roster Restrictions - Only handguns deemed "not unsafe" may be sold - Since July 2013: Must include microstamping (currently, no new models qualify) - Magazine disconnect safeties and loaded chamber indicators required
