Tactical Shepherd

Tactical Shepherd is a training facility in Rising Sun, Maryland (right on the Delaware border) that specializes in state-mandated firearms courses and advanced tactical instruction. They're known for getting shooters through Maryland's required HQL (Handgun Qualification License), concealed carry permitting, and hands-on range training.

If you need a permit to carry, Tactical Shepherd covers it:

• •Maryland Wear & Carry Permit: 16 hours over 2 days, $350. Covers safety, defensive tactics, and live-fire qualifications for residents and non-residents.
• •Maryland HQL (Handgun Qualification License): 4 hours, $89. State-required to purchase a handgun in Maryland. Covers firearm safety, home defense, manipulation, malfunction drills, and maintenance.
• •MD Wear & Carry Renewal: 8 hours, $175. For current permit holders renewing before expiration.
• •Delaware CCW & Permit to Purchase: 8 hours, $175. Meets new Delaware requirements for both certifications.
• •DE/MD Combo: 16 hours, $375. For Delaware residents wanting both DE CCW and MD Wear & Carry—saves you $150 compared to taking both separately.
• •Utah Non-Resident Permit: 4 hours, $120. Valid in 30+ states including Delaware. Includes fingerprints and passport photo.
• •New Jersey CCW Permit: 6 hours, $230. Valid for NJ and 20+ other states.

Handgun rentals are available for $25 (firearm, holster, two magazines included). Students bring their own 9mm ammo, eye/hearing protection.

• •Safety Note: No Sig Sauer P320 handguns permitted on their range due to safety concerns. Only outside-the-waistband (OWB) holsters allowed—no IWB.

• •Intro to AR: 5 hours, $150. For shooters new to the AR-15 platform. Taught by military veterans and certified law-enforcement SWAT instructors. Covers assembly/disassembly, malfunction clearing, shooting positions, and zeroing.
• •Basic Combat AR/M4: 6 hours, $225. Intermediate-level course focused on proficiency, rapid target acquisition, multiple target engagement, tactical positioning, and movement. Taught by Special Operations and SWAT instructors.

• •Stop the Bleed & CPR Certification: 3 hours, $100. American College of Surgeons certification for controlling life-threatening bleeding plus CPR/AED certification from American Safety and Health Institute.

Tactical Shepherd operates a Structured Range Session (SRS) exclusively for members. Two-hour sessions with relays, assigned lanes, and Range Safety Officers providing coaching. $45 base price with tiered discounts:
