The Maryland State Rifle & Pistol Association (MSRPA) is the flagship gun rights organization in Maryland. Founded to protect and advance Second Amendment protections in a state with some of the nation's strictest firearms regulations, MSRPA serves as the state-level counterpart to the National Rifle Association.
"In the face of a near tidal wave of citizen disarmament occurring in Maryland, the MSRPA has played a critical part in drawing the line and standing firm for Gun Rights."
MSRPA operates through volunteer-driven committees focused on specific missions:
- •State Championships & Competitions – Organizes and sanctions state championship matches across all shooting disciplines, from high-power rifle to pistol competition
- •Official State Teams – Sponsors the Maryland State Rifle Team and Maryland State Pistol Team, both of which compete at the Civilian Marksmanship Program (CMP) National Championships at Camp Perry each year
- •Junior Programs – Develops, promotes, funds, and maintains active junior shooting sports programs to grow the next generation of competitive shooters
- •Legislative Advocacy – Maintains a statewide network of gun-rights activists who inform legislators and media about gun owners' interests; operates a Political Action Committee supporting state-level candidates favorable to gun rights
- •Hunter Education & Safety – Promotes hunting safety and hunter education across Maryland
- •Range Development – Promotes the establishment of safe shooting ranges and hunting lands
- •2A Defense Fund – Created a dedicated legal defense fund to support Second Amendment cases in Maryland courts
Membership includes both individuals and affiliated gun clubs. There's no tryout requirement to join either the Maryland State Rifle Team or Maryland State Pistol Team – all shooters are welcome. Members shoot according to CMP rules and compete in multiple shooting disciplines including:
- •Rifle: Service rifle, match rifle, any rifle/any sight, and F-Class categories
- •Pistol: Competition events sanctioned by the CMP
- •Courses of fire: Range from 200 yards (offhand, sitting rapid fire) to 600 yards (prone slow fire)

- •National vs. State Protection: While the NRA handles federal rights defense and national competitions, MSRPA handles Maryland-specific issues. Membership provides access to affiliated clubs, including the Associated Gun Clubs of Baltimore, and connects you to the network of activists pushing back against Maryland's restrictive gun laws.

MSRPA publishes Down Range, a quarterly newsletter (Winter, Spring, Summer, Fall issues) covering shooting programs, legislation updates, and member activities.
MSRPA is fully affiliated with the Director of Civilian Marksmanship (CMP) and the National Board for the Promotion of Rifle Practice. The organization maintains partnerships with affiliated clubs including Bridgeville Rifle & Pistol Club, New Holland Rifle and Pistol Club, and Quantico Shooting Club.
