Tioga County Sportsmen's Association started as The Owego Rod and Gun Club back in July 1907. The club was officially renamed on February 10, 1925, and earned its NRA certification on April 22, 1991. They're also a member of the New York State Rifle and Pistol Association and an affiliate of the Civilian Marksmanship Program.
The Harry W. Reeves Perpetual Trophy—dating back to the 1950s—awards honors to High Average Teams of the Interstate Pistol Association, representing 66 years of continuous tradition.
The range currently runs nearly 700 members, including individuals, couples, families, and lifetime members.

- •New Member Requirement: Safety orientation mandatory (first Tuesday of month, 5:45 PM). Must complete within 2 months or membership cancels.

TCSA enforces strict firearm safety protocols: - Muzzle always pointed in safe direction - All participants act as peer safety officers - Paper targets only on most ranges (no rocks, steel, electronics, or exploding targets) - Separate zones for shotgun, rifle, and pistol activities—no crossfiring - High Power Range has designated 25, 50, 100, and 200-yard stations - All target holders and brass/shells must be removed after shooting - Cease-fire protocol required when moving downrange
