MOA Tactical operates training facilities in Fredonia, Kansas (5900 1500 RD) and Ozark, Arkansas (2689 Barnes RD), providing firearms and tactical instruction to law enforcement agencies, government personnel, and qualifying civilians.

Their mission is straightforward: educate, equip, and empower clients with the skills and knowledge to handle firearms safely and effectively. The instructors live this—they're former SRT team leaders, sniper operators, active deputies, detectives, and military veterans.

Instructor backgrounds matter when you're learning to shoot precision rifles or operate in high-stress scenarios.

  • Doug Gilliam (Arkansas) - Retired patrol sergeant with 13 years Army/National Guard service and 20 years law enforcement including dive team and sniper work. CLEST-certified instructor.
  • Clayton Osburn (Kansas) - 11 years law enforcement, former USAF Security Forces and USAR Psychological Operations specialist. 2022 nationally ranked precision rifle series competitor and certified firearms instructor/range master.
  • Arlo Guthary - 34-year police officer in Northeast Arkansas. NRA competition shooter since age 9 (3-position, high power rifle, air rifle, F-class). Teaches tactical pistol, carbine, shotgun, sniper courses, and builds competition long-range rifles.
  • Tom Nave - Patrol lieutenant and lead investigator. Over 2000 hours of CLEET training, plus basic/advanced SWAT, sniper operations, mantracking (500+ hours), and federal firearms instructor certifications.
  • Quentin Bucher - Designated sniper operator. 20+ years mantracking experience (Colorado-based), 500+ hours tracking training, 300+ hours sniper training, SAR and vertical rescue/wilderness medicine background.
  • Jason Pino - US Army 1st Ranger Battalion veteran. Tactical instructor since 2016. BSOC/ASOC graduate, specializing in SWAT, active shooter response, executive protection, and tactical medicine.
  • Justin Oliver - SRT commander with Cleburne County Sheriff's Office. Highest ASOC score for 2023 class. Over 1700 hours CLEST training, red dot pistol instructor certification.
  • Matt Clark - Captain, Osage County Sheriff's Office. 200+ hours sniper training, 100+ hours mantracker training, certified range safety officer with expertise across multiple pistol and rifle disciplines.

All classes can be requested for on-site training at your department or agency. MOA Tactical schedules most courses annually at each location, but custom scheduling is available.
